ACTON PARISH COUNCIL  Parish Clerk & Responsible Financial Officer

Minimum 12 hours up to 20 hours per week depending on scope

Acton Parish Council is looking to appoint a capable, self-motivated person to able to undertake the duties of Clerk and Responsible Finance Officer and to support its 9 councillors. This is a varied and interesting role offering flexible, home-based working.

The Parish Council normally meets 9 times a year (monthly but with no meeting in August and December). The ideal applicant will be CiLCA[1] qualified but applications from those willing to gain CiLCA are welcome. The salary band will be within LC2 ranging from a starting point of NJC[2] point 18 (£15.84 per hour) to a starting point of NJC point 29 (£20.02 ph) depending on qualifications and degree of relevant experience. Other benefits include a pension with NEST (employer contribution 3%) and an annual £300 home working allowance.

Essential skills include:

  • accounting and budgeting (payroll is currently outsourced);
  • computer literacy, including Word and Excel.
  • excellent note taking, minuting and report writing.
  • effective communication skills.
  • a good grasp of local government law and procedures.

The successful applicant will undertake all the duties associated with the Clerk and Responsible Finance Officer. Key areas of responsibility include:

  • organising, calling, minuting and reporting meetings
  • dealing with all communications on behalf of the Council
  • advising councillors and undertaking research
  • liaising with councillors, the public and external bodies
  • updating and maintaining the Council’s website
  • reviewing policies, contracts and insurances
  • Implementing parish council decisions
  • Managing an assistant clerk (if an assistant is recruited)
